Property management is based on strategies associated with keeping facilities in acceptable condition. It is a measure by which items are maintained. In the CBN Quarters, Enugu there are some parts of the building that need adequate maintenance to prevent the building from breaking down. Furthermore, the technical and maintenance unit of the C.B.N quarter does not report to the facility manager, in other words there is no team work among the departmental manager. Thus, leading to poor management of CBN quarters, Enugu, frequent breakdown and facilities performing below expectation. In the course of this study, the researcher adopted the random sampling technique. This type of sampling refers to the proportion of population of CBN quarters, Enugu, which was investigated in order to draw conclusion and choose the various organization in which to administer questionnaires. The findings of this work indicated that the most pressing problems facing residential estate is attributed to the professionals involved in the practice of facility management and property management in their various departments such as the Engineers with a few Estate Surveyors and Valuers involved from conception, design and Construction stage. There is lack of routine maintenance/management check on decayed building components. The study further recommended among others that Estate Surveyors and Valuers should show keen interest in facilities management practice as there are numerous opportunities and challenges awaiting them in the field of practice upon which they are professionally qualified to handle. Also, practitioners should come together under one umbrella to help forge unity in practice as well as further the development and awareness of facility and property management. CHAPTER ONE 1.0 INTRODUCTION 1.1 BACKGROUND OF THE STUDY Facility management and property management constitute topical issues in Nigeria today and very rightly so because Nigeria has invested billions of naira in infrastructure and facilities since the advent of petrodollars, however and sadly so, the management of the maintenance of these facilities has left a lot to be desired. In general, all available evidences suggest that real properties are not managed properly in Nigeria thus, The saying that “Nigerians lack maintenance culture”. This can be observed from the fact that an average landlord in a street does not appreciate the need for management of his property. Consequently, in this research work, the researcher has taken time to study the level of corporate property management in Nigeria. The management of corporate facilities has the responsibility to speculate and make information and make informal strategic real estate and facility decision. On this note, it is known that the essence of management of properties and facilities benefit from the economic deliberated on the various ways to achieve this good management in property and facility in Nigeria.
