ABSTRACT The study deals with assessment of problems and prospects of developing recreational properties in Calabar. It examines that recreational is one of the basic needs of man. The objective of this research is to examine the recreational needs in Nigeria, precisely calabar, and also proffer solution to problems affecting recreational properties. Literature review illustrate the definitions of recreational properties by different authors, the historical development of recreational properties in Nigeria from independence to date. The methods of sources of data adopted were primary and secondary sources of data. The population of study for this research work is grouped into two respondents. The first group of respondents in the study area are registered and practicing estate surveyors and valuers were 40 and the population of study for the second group of respondents in the study area are owners of recreational properties were 18. The total number of the sample size were 58. The data were analyzed and some findings were revealed. The findings shows that, there are no adequate sources of finance for individuals that are willing to develop recreational properties. The researcher also discovered that there is no proper management of recreational properties. It is therefore recommended that all suitable areas set aside for recreational development should be developed and recreational facilities be provided in all existing built-up areas where they are found to be lacking, and there should be a strong natural policy on recreational planning which the state and local planning boards should put into implementation. Moreover, the recommendation provided should not be over emphasized and should be taken seriously, because the need for availability of recreation properties in the state should be a major concern. Therefore, both the government and private enterprise should join hands together in building a recreational centre in the state as these will serve majority of the populace. CHAPTER ONE 1.0 INTRODUCTION Real estates or immovable property is a legal term that encompasses land along with any thing permanently affixed to the land, such as buildings. Real estate is often considered synonymous with real property. In technical terms, Real estate refers to the land and fixtures. The term real estate and property are used primarily in common law, while civil law jurisdiction refers instead to immovable property. (Redmond, 2009, Singh and kamala, 2009). The Nigeria town and country planning ordinance (1992) defined development as a piece of land with new buildings on it. Down ward and lumsdom (2001) said that during the past decade there has been increased provision of recreation routes through out certain countries in Europe, north America, Australia, Asia and Africa. The growth of recreational home developments in, areas can be directly traced to tourism. Attractive areas with recreational amenities and in expensive land becomes prime location for new home development, (Gartner, 1987). People are drawn to cities to live, work and play due to the availability of quality, social cultural and recreational opportunities. The diversity and availability of a range of opportunities distinguishes great cities from average cities. (Edmund tom, 2008). Parks and open space also generate economic benefits to local governments and home owners through higher property values and correspondingly high tax assessment. The economic benefits of open, workable space can play an important role in policy making decisions. Lands being a major property of the government, are sometimes placed under restriction. They are essential to the government for future development and used for the benefit of both the government and community where such land is located. It is therefore, the intention of the research work to examine both problems and prospects of developing recreational facilities in calabar Cross River State.
