ABSTRACT

Housing remains one of the basic needs of man. Tertiary institutions are the pinnacle of the educational system in which the highest grades of the human resources of the nation are nurtured. The products of the higher institutions (i.e. the graduates) are the light and leaders of the immediate future, technocrats and policy makers of tomorrow, Catalysts for tomorrow in terms of better governance, development and better standard of living. Thus housing for students, the residential hostels as well as the lecture halls should be comfortable and sound. When the residential environment falls short of meeting the needs of students, there is the tendency for the student like all consumers of economic goods to seek “better alternatives”. The aim of this research work therefore is to examine the effect of the demand for off campus accommodation on the rental values of residential properties in Enugu with a particular reference to Enugu state university of science and technology Agbani campus. The survey design approach was used for this research which is collecting and analysing data from a few people or items which are considered to be representatives of an entire group. It was found after the research that the greatest reason for student staying off campus is as a result of the poor condition of the school hostels which include poor management, and maintenance of hostels even when they are allotted spaces in the school hostel. This increased the demand for residential houses especially tenements and self contains in villages that are in close proximity to the school. The aim of the study along with the objective of the study, significant of the study, its scope and limitations, the background of the study and the statement of the problem are discussed in chapter one of this work, chapter two covers the review of the works of different authors on related subject as property, property values, housing, rent etc. chapter three discusses the methods/ techniques to be adopted in carrying out the research work. Chapter four presents and interprets the data collected for the research. Chapter five discusses the outcome of the research and measures to be taken in improving the existing situation under finding, recommendation and conclusion.

1.0   INTRODUCTION

Housing is one of the basic needs of man. It is second only to food in man’s basic hierarchy of needs which also means (shelter). The quality and quantity of available housing stock in any country are also well accepted indices of a country’s level of development and quality of life.

       The issue of housing therefore affects everyone irrespective of the race. It knows no boundary, it is ubiquitous. The only difference lies in the efficiency of the measures adopted from place to place in tackling it. For instance in developed countries like United State of America, the problem may not be as pronounced as it is in the underdeveloped or developing countries. This is as a result of the stringent policies adopted by those developed countries to attain their set goals e.g. the mortgage policies of the United State of America, the population control policy of China (i.e. one couple one child) etc.

“Why does housing wield such attention”? One might ask, the answer lies in the fact that housing) which means the same as shelter) is one of the three basic needs of man.
