ABSTRACT

 The nation understands that land is a treasure hence;, there has been cupful of legislation on the use of land. But oddly regrettably enough, in spite of all these legislation, we still have with us a bag full of problems and inadequacies in various categories of land use in our urban cities.

This research was undertaken to determine the major inadequacies of urban land uses arising from poor administration and based on the findings, proposals on how a good city can be achieved through effective urban land use control and administration was made.

The project also looked into some attributes of a good city planning, highlighting some of the important features of a good city planning. Equally, a critical examination of the nature of Akure urban land use problem and an analytical review of the organisation structure and management activities of the Akure urban land use administrative machineries.

In examining some of the conceptional short comings and operational difficulties and outlining the Implications, based on information gathered, some were supplemented with personal observations (field survey) and a review of some related literature.  Responses from these sources were analyzed and findings recorded. Based on these, recommendations were made.

Finally, conclusions were drawn on the topic studied.

INTRODUCTION

1.1  BACKGROUND OF THE STUDY

       Land should be viewed as a nation’s foundational resource, for it comes right next to population in computation of a country’s power potential and in general calculus of socio-economic development. Its utilization therefore, needs to be seen as a societal concern to be closely and continuously watched or monitored and to be subjected to some control measured.

       The city is living entity which has to be continually sustained if it is to perform its function well. The social, economic, political and technological viability of any nation is usually made evident in her urban centres, and the nation’s development capacity is largely demonstrated by the activities and good planning of these cities.

       The rate of growth of the Nigerian urban settlements have given rise to the ever-increasing and far-reaching problems of traffic congestions, poor housing accommodation, overcrowding, inadequate services, deterioration in environmental qualities and general pressures on urban facilities. All these problems are traceable to the inefficiencies of land use planning and administration within the cities. There seems to be permissibility of types of uses within the cities. For urban centre, the uses therein must be arranged in compatible manner to minimize the significant negative impact of higher order use on a lower order use to reduce the negative impact of use within similar order but varied uses on each other.

       In most of the Nigerian urban centres today, including Akure, higher order residential uses for example is found next door to school sits or location near industrial areas.

       The vital roles which cities play in the development of a nation and in the life of citizenry coupled with the persisted problems of urban land use created by the rate of urban growth tends heavy substance to the idea of setting up, as a matter of utmost urgency, a dynamic and administer the various aspects of urban land use, and this minimizes the increasing range of the problems of urban life.

       This must be done if the quality of urban life is to be improved and if an environment suitable for healthy, comfortable existence i.e an environment where an individual can live, work, create and earn a living with as little inconvenience as possible is to be created.
