CHAPTER ONE 1.0 INTRODUCTION Capitalist economy like Nigeria, maintenance and management Require a higher priority within real property industry. It is known that maintenance objective is primarily to preserve the property in their initial functional, structural and aesthetic state. This is to ensure that they continue to remain in such state and most importantly, to retain their value over a long period of time. Therefore, existing structures should be properly maintained and managed in an effective manner so as to prolong its span and economic values. The only way to achieve this is by effective supervision of properties in other to sought out areas that need alternation, renovation and rehabilitation and to put unplanned maintenance in mind when designing a property. It is observed that many properties under construction are abandoned to rot and disintegrate; this situation is more prevalent with properties belonging to government and government parastatals. Nigeria is a country that lack maintenance culture for example most of the government properties (Residential) suffer neglect and as such lose their value. However, looking into our properties, one should notice an array of abandoned and epileptically functioning facilities due to their unplanned nature. Though many hypotheses are postulated dealing on property issues especially on unplanned property maintenance and management programmes, yet unplanned maintenance problems remains unresolved. For a residential property to retain its shape and age, periodic maintenance policy should be carried out and this is because, unplanned maintenance on properties has really affected their values both economically and otherwise. Maintenance of residential properties limits the terms to the work necessary to preserve a property, or work with its furniture and fittings in its initial state so that it continues to provide the same facilities and amenities as it did when it was first created. To many, its always appear that such well known poor functioning facilities in most of our residential property is a consequence of unplanned maintenance management, while this may be true on one hand, it only address maintenance as a repair service that only comes up when a residential property is old or when the facilities have partially or totally broken down. It can however be argued that the exact nature of unplanned maintenance problem in some properties could be traceable to certain factors or conditions that are inherent in the design and production of residential properties. And some of these maintenance problems in some properties could have originated from inappropriate planning since such failure may have came from the architects, drawing boards by putting emphasis at the design stage. The design process could be optimized in such a way that adequate planning on choosing the right materials, structural strength, good workmanship, skilled laborers, plants and equipments are made. This will make maintenance and management problems reduced in the property life (residential). In most cases, maintenance decisions are temporal in nature representing a series of unrelated compromises between the immediate physical needs of the property and availability of funds. Not only does this result in accumulated management expenditure due to means of property maintenance, but also cause complete failure of some element or component in the property because of no planning. This is highly uneconomic to property maintenance and management.
