ABSTRACT This research work is an evaluation of the impact of public utilities on rural land values using Nkanu West Local Government in Enugu State as a case study. Nkanu West as the town of Enugu State have developed into a town and this has resulted to social Economic problems like, high land values/shortage of land and housing pollution, congestion, over population traffic problems etc. in other to tackle these problem especially as it concerns high land values and shortage of land and housing, the government embarked on land in the area. The aim of the study therefore is an evaluation of the impact of public utilities on rural land values in the area to achieve the stated aim, eight research questions were developed while survey research design was adopted, in collecting data for the study. The populations of the study were made up of Estate Surveyors and values and staffs of local government area. A sample size of 124 was chosen using random sampling techniques was used in selecting the sample. Data retrieved from 140 respondents representing 89% of the distributed in tables and test of hypothesis. After data analysis it was found our that, public utilities is a very good means of increasing the quantity of land in a given area thereby reducing the problem of land scarcity, was also found out that the provision of public utilities have some effects on property values. It increases land available for development. Also because of huge amount used in the provision of public utilities exercise, the value of land and properties in these area are also high based on the finding above study recommended that because of the provision of public utilities implication should be carried out in order not to embark on a project that will be abandoned later. CHAPTER ONE Public utilities are imperative in a good human environment. There are neighborhoods that enjoy almost every know public utilities, while there are neighborhoods that almost lack all of them. The difference between urban cities and rural settlements are the presence of public utilities in one and their near complete absence in other. The rural urban drift is usually informed by the desire to have better environment which can only be found where most of the utilities are available. Public utilities can thus be taken to basically mean development projects undertakers to improve the quality of life. It requires the development of the people by the people and for the people and rational mobilization of available human and material resources for socio-economic development and spatial change and growth within a given geographic space. Public utilities as a project of man’s development effort is now of global concern because of its effects on virtually all aspect of the economy. Therefore the provision of public utilities must be seen in a totality to embrace the social, cultural, economic and political aspect of both the urban and rural dwellers. The preservation and maintenance of the value and utilities on the rural and land value is therefore essential to the social and economic well being of the nation. Thus, public utilities are considered as an integral part and driving force of the entire development process. These public utilities require the mass participation of rural population mobilizing and allocating resources in such that a balance is achieved between economic and social service. This will eventually result in a better standard of living for the rural population. The provision of public utilities in the rural areas will enhance rural development by attracting investors, creating employment opportunities and thereby upgrade environment in the rural area and generally the appreciation of land values. The value of any property is determined by the use to which is put. Utilities are essentially a social service requirement for which government must provide funds for the betterment and enjoyment of the general public or neighborhood. The provision of public utilities in the rural area enhances rural development by attracting investors, creating employment opportunity for well being of the cities.
